About the Proposals

"Is PES being closed?"

RSU 5 administration has presented scenarios that convert PES to either a preschool center or a 6th grade school. Both eliminate Pownal's K-5 elementary and bus children to Durham. No formal Board vote has been taken yet, but the only scenarios on the table other than status quo involve converting PES.

"Does the early childhood mandate require this?"

No. The mandate requires special education services for roughly 25 preschool-age children with disabilities. It does not require consolidating all 128 PreK students from three towns into one building. That consolidation is a policy choice, not a legal requirement.

"Would the conversion save money?"

No. The preschool scenario produces a net cost of $87,000 to $161,000 per year. The 6th grade scenario does not address the early childhood mandate at all.


About Independence

"Could Pownal operate independently?"

Yes. At FY28 projected rates, the worst case carries a small net cost (~$79K/year, ~$124/household). Under favorable assumptions, Pownal saves money. All cost estimates with low/high ranges are published in the full analysis.

"What is the withdrawal process?"

A 22-step statutory process under Maine law (ยง1466), used successfully by 43 towns since 2012. It includes a town authorization vote, a negotiation period, state review, and a final referendum where every Pownal voter decides.

"Would this hurt Durham and Freeport?"

Pownal students continue attending Freeport's middle and high schools. Tuition revenue stays with the district. The financial impact on Durham and Freeport is approximately budget-neutral when tuition revenue is accounted for.

"What about Year 1 costs?"

Year 1 carries one-time transition costs: uncapped secondary tuition rates required by statute, startup expenses, and the withdrawal process itself. These are partially offset by Pownal's share of the RSU 5 fund balance. Full Year 1 details are published in the analysis with low and high ranges.
